What's New in the EU's Sanctions Against Individuals and Entities Involved in Russia's Actions in Ukraine"?

The EU's sanctions against individuals and entities responsible for Russia's actions in Ukraine have undergone numerous changes, and the situation continues to evolve. The latest amendment, Council Regulation (EU) 2023/427, adds further restrictions and expands the criteria for designating those subject to sanctions, further modifying the original Regulation (EU) No 833/2014 that was adopted as a response to Russia's annexation of Crimea in 2014.
In addition to the previously established criteria, the amended regulation now targets individuals and entities involved in the transfer or sale of military equipment to separatists in Ukraine. Furthermore, it targets individuals and entities involved in serious human rights abuses in Crimea, including arbitrary detentions, torture, and forced disappearances.
The amendment also includes provisions for the review and renewal of the restrictive measures. The EU will review the measures every six months, and they will remain in place until at least September 15th, 2023. Furthermore, there are also provisions for the release of frozen funds if it is determined that they will be used for essential purposes or for the provision of humanitarian assistance.
